The authorities in Berlin have decided that women are now allowed to swim topless in public pools. This ruling was made after two incidents where a woman was thrown out of an open-air pool for sunbathing topless, and another woman was told to cover up while at an indoor pool.

The authorities agreed that both women had been discriminated against and clarified that all visitors to Berlin's pools are now entitled to go topless. This decision is in line with the Freikörperkultur, a movement that advocates for public nudity in certain settings.

Public nudity is considered appropriate and healthy in certain situations in Germany, which can be surprising to foreign visitors. Other German cities, such as Göttingen and Siegen, have also allowed women to swim topless in the past.

However, Berlin's pool operator, the Berliner Bäderbetriebe, has not changed its rule that bathing costumes must cover the genitals. They have simply clarified that this rule applies to all visitors, regardless of gender.
